غالبية الروس (75%) لديهم موقف سلبي من زواج المثليين. أظهر ذلك استطلاع الرأي الذي أجراه مركز دراسة الرأي العام في روسيا.
وقد سجل أدنى مقدار لغير الموافقين على زواج المثليين (59 %) عام 2005. أما أكبر نسبة من المعارضين لهذا النوع من الزواج (80%) فسجلت عام 2015.
ويشار إلى أن 5% فقط يؤيدون تماما، حسب استطلاع الرأي، الحق بتسجيل زواج المثليين في المكاتب المدنية. أما 7% من المشاركين في استطلاع الرأي فيؤيدون هذا الموقف جزئيا.
ويشغل الشباب الذين تتراوح أعمارهم بين 18 و24 عاما أكبر حصة (39% ) ضمن المواطنين الذين يؤيدون فكرة التسجيل الرسمي لزواج المثليين.
مع ذلك فإن 31% من المشاركين في استطلاع الرأي يعتقدون أن التوجه الجنسي هو أمر شخصي لكل مواطن. فيما يعتقد 23% من الروس أن ممثلي مجتمع LGBT هم مرضى بحاجة إلى العلاج. أما 20% منهم فيعتبرون هؤلاء أشخاصا خطرين.
من ناحية أخرى فإن 75% من الروس مقتنعون بأن العلاقات بين الرجل والمرأة يجب تسجيلها رسميا في المكتب المدني. وغالبيتهم هم المواطنون الذين تجاوز سنهم 60 عاما. مع ذلك فإن ختما في الهوية الشخصية لا يعتبر أمرا هاما بالنسبة إلى الشباب.
ويرى الروس شابا بالغا من العمر27 عاما وفتاة بالغة من العمر 24 عاما زوجا أمثل. ويرفض 10% من المشاركين في استطلاع الرأي بشكل قاطع فكرة الطلاق.
هذا وقد اصدر مجلس الدوما الروسي موخرا بيان تبن فيه ، إن توصيات المحكمة الأوروبية لحقوق الإنسان بشأن تسجيل زواج المثليين في روسيا، تتناقض مع بنود دستور روسيا.
وذكر رئيس مجلس الدوما فياتشيسلاف فولودين، أن جميع أعضاء مجلس الدوما، “صوتوا بالإجماع لصالح البيان، واتفقوا بشكل تام في تقييمه واعتبروه محاولة لفرض قيم غريبة علينا”. وقال فولودين: “لن نمتثل ولن نطبق قرارات مخالفة للدستور”.
وشدد البيان على أن ممثلي الكتل السياسية المختلفة استرشدوا خلال اتخاذ القرار، بمصالح المواطنين الروس، “وهم يرفضون بشكل قاطع التدخل غير الرسمي في الشؤون الداخلية لبلادنا، وفرض”قيم غريبة على الشعب الروسي”.
وأشار البيان إلى أن قرار المحكمة الأوروبية لحقوق الإنسان، يتعارض مع الدستور الروسي و”يمثل تحديا وقحا للأخلاق والتقاليد التاريخية والقانون الاجتماعي والثقافي لجميع الشعوب التي تعيش على أراضي بلادنا”.
وفقا للمادة 79 من الدستور الروسي، تعتبر قرارات المحاكم الدولية التي تتعارض مع هذا الدستور، عديمة القوة القانونية في روسيا ولا يمكن تنفيذها.
في وقت سابق، وصفت المحكمة الأوروبية لحقوق الإنسان رفض السلطات الروسية تسجيل واقعة زواج شخصين من نفس الجنس الزواج، بأنه غير عادل وأوصت هذه السلطات بإدخال إجراء قانوني يسمح بمثل هذه الزيجات. وترى المحكمة، أن رفض إضفاء الطابع الرسمي على العلاقات المثلية “يتعارض مع مادة الاتفاقية الأوروبية بشأن الحق في احترام الحياة الخاصة والعائلية”.
