بحث الرئيسان الروسي، فلاديمير بوتين، والأذربيجاني، إلهام علييف، بدء أعمال المركز الروسي التركي لمراقبة الهدنة في إقليم قره باغ، حسبما أوردت الرئاسة الأذربيجانية.وجاء في بيان للرئاسة أن علييف هنأ بوتين بافتتاح أعمال المركز في مقاطعة آغدام الأذربيجانية، بقره باغ، وأن الرئيسين “أعربا عن ثقتهما في أن يخدم إطلاق عمل المركز ضمان السلام والأمن الدائمين في المنطقة”.كما ذكر البيان أن رئيسي البلدين أشارا إلى أهمية عقد لقاء روسي أذربيجاني أرمني في موسكو على مستوى نواب رؤساء الوزراء حول تنفيذ بند من الإعلان المشترك الموقع بين الدول الثلاث في 10 نوفمبر، حول النقل والاتصالات.وبحسب بيان الرئاسة الأذربيجانية فقد رحب بوتين وعلييف بتطور “العلاقات الودية بين أذربيجان وروسيا والمبنية على شراكتهما الاستراتيجية في جميع المجالات، معربين عن قناعتهما بأن تتعزز العلاقات بين البلدين بشكل متواصل”.وأنشئ المركز المشترك في منطقة نزاع قره باغ في بلدة قيام الدينلي، بناء على مذكرة تم توقيعها بين وزيري الدفاع الروسي والتركي في 11 نوفمبر الماضي. ويضم قوامها 60 عسكريا من كل طرف، وللمركز خطوط اتصال مباشرة مع الأجهزة العسكرية التابعة لطرفي النزاع (الأذربيجاني والأرمني)، وكذلك مع مقر قوات حفظ السلام الروسية المنتشرة في قره باغ.
