أكد المتحدث باسم وزارة الخارجية الإيرانية، إسماعيل بقائي، يوم الأحد، أن المفاوضات بين طهران وموسكو في مجال الطاقة النووية السلمية تتواصل بجدية ودون أي انقطاع.
وفي معرض حديثه عن التعاون مع الوكالة الدولية للطاقة الذرية، أوضح بقائي أن روسيا شددت على ضرورة استمرار التعاون بين إيران والوكالة في إطار قرار مجلس الأمن 2231، معتبرة أن إيران أصبحت دولة غير حائزة للسلاح النووي بعد انتهاء القيود المحددة ضمن القرار؛ وهو موقف مبدئي – بحسب تعبيره – تحظى طهران بتقديره.
وأضاف المتحدث الإيراني أن الحوار مع الجانب الروسي بشأن قضايا الطاقة النووية يسير على نسقه المعتاد، مشيرًا إلى أن إيران لا تحتاج إلى أي وساطة في تعاملها مع الوكالة الدولية، لكونها عضوًا في معاهدة عدم الانتشار وتمتلك ممثلًا دائمًا لدى الوكالة، وتلتزم بواجباتها القانونية كاملة.
وأشار بقائي إلى أن التوتر في علاقة إيران بالوكالة بدأ عقب الهجمات التي شنّتها الولايات المتحدة والكيان الصهيوني على منشآت نووية إيرانية، مطالبًا الوكالة الدولية للطاقة الذرية بأن تتحمل مسؤوليتها وأن تفتح تحقيقًا لمساءلة المعتدين والدول التي تقف خلفهم.
وفي سياق متصل، أعلنت وزارة الخارجية الإيرانية رسميًا في أكتوبر/تشرين الأول 2025 انتهاء صلاحية قرار مجلس الأمن 2231 الصادر في يوليو/تموز 2015، والذي فرض قيودًا زمنية على البرنامج النووي الإيراني لمدة عشر سنوات.
وكان وزير الخارجية الإيراني، عباس عراقجي، قد أكد أن القرار 2231 أصبح لاغيًا اعتبارًا من 18 أكتوبر الماضي، الأمر الذي يعني رفع جميع القيود المفروضة على البرنامج النووي الإيراني.
يُذكر أن القرار 2231 جاء ضمن إطار خطة العمل المشتركة الشاملة (الاتفاق النووي) لضمان الطابع السلمي للبرنامج النووي الإيراني ومنع انحرافه نحو الاستخدامات العسكرية، وحدد مدة زمنية لتنفيذ القيود المرتبطة به.
وبعد انسحاب الولايات المتحدة من الاتفاق في مايو/أيار 2018، حاولت الدول الأوروبية الثلاث – بريطانيا وفرنسا وألمانيا – تفعيل آلية فضّ النزاع (الزناد) بغية إعادة فرض العقوبات الأممية السابقة على إيران، بذريعة عدم التزام طهران ببعض بنود الاتفاق. غير أن إيران رفضت الخطوة بالكامل، واعتبرتها إجراءً غير قانوني ولا يملك أي أثر على انتهاء العمل بالقرار 2231.
