وجاء في رسالته التي تلاها ألكسندر دينكو نائب مدير إدارة الأمن ونزع السلاح بالخارجية الروسية خلال مؤتمر “غاغارين” الدولي: “يعتبر منع حدوث سباق تسلح في الفضاء الخارجي، أهم مهمة على الصعيد العالمي. ندعو إلى بدء مفاوضات بشأن وضع وسيلة دولية ملزمة قانونيا تحظر نشر أي نوع من الأسلحة في الفضاء الخارجي، وكذلك تمنع استخدام القوة أو التهديد بها تجاه المنشآت والمواقع الفضائي”.
وأشار نائب الوزير، إلى وجود أساس جيد لذلك: المشروع الروسي – الصيني لمعاهدة حول ذلك الذي تم تقديمه إلى مؤتمر نزع السلاح في جنيف.
وقال: “إلى أن يتم وضع مثل هذه الوثيقة المتعددة الأطراف، يمكن أن تنشر الاستقرار في هذا المجال، المبادرة الدولية التي قدمتها روسيا، بشأن تعهد الدول بالالتزام سياسيا بأن لا تكون أول من ينشر أسلحة في الفضاء”.
