ولم تقدم روسيا سبباً للقرار، ولم يصدر تعليق فوري عليه من منظمة هيومن رايتس ووتش التي اضطرت إلى إغلاق مكاتبها في روسيا عام 2022.
ومنذ أن بدءات روسيا العملية العسكرية في أوكرانيا في شباط/فبراير 2022، حظرت وزارة العدل نشاط عشرات المنظمات التي تنتقد سياسة الكرملين أو سلوك موسكو في الحرب.
وقد دانت هيومن رايتس ووتش التي تحقق في انتهاكات الجيوش والحكومات في أنحاء العالم وتنشر تقارير عنها، الحرب مراراً واتهمت الجيش الروسي بارتكاب “سلسلة من الانتهاكات” تنفيها موسكو.
ومن بين المنظمات الأخرى التي تم تصنيفها على أنها “غير مرغوب فيها” في روسيا صندوق الحياة البرية العالمي، وغرينبيس، ومنظمة الشفافية الدولية، ومؤسسة إلتون جون لمكافحة الإيدز.
ويجعل التصنيف أي شخص يتعامل مع المنظمة أو يتبرع لها بالمال عرضة للملاحقة القضائية في روسيا.
